While attending the NASA PM Challenge Conference in March, 2005, the NASA Office of the Chief Engineer released a significant revision to their NPR: 7120.5C, NASA Program and Project Management Processes and Req'ts. NASA's Office of Chief Engineer has established a significant initiative to improve the NASA practice of project and program management and to increase use and dependence on EVMS monitoring and control.

Near the same time, the U.S. DoD Acting Secretary of Defense, (Office of Acquisition, Technology, and Logistics), released a revision of requirements on implementation and use of scaled and compliant EVMS for projects and programs greater than $20 Million and greater than $50 Million.
